AI Chatbots Provide ‘Unreliable and Biased’ Election Guidance, Claims Dutch Watchdog

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a potential threat to democracy just eight days before national elections.

Testing Reveals Repeated Partiality in AI Suggestions

The quartet of AI assistants tested by the AP “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog noted in a report released ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, even when the voter’s query precisely aligns with the positions of these parties, the report indicated.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The vice-chair of the AP, Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she emphasized.

“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against employing AI assistants for election recommendations, as their functioning is opaque and difficult to verify.”

Election Context and Political Landscape

The Dutch head to the polls on October 29 in an election that will be keenly observed around Europe for the performance of the PVV.

The right-leaning group of Geert Wilders is ahead in surveys but the lead over the left-wing and centre-right parties appears to be narrowing, with many voters still undecided.

All major parties have rejected a coalition with the Freedom party, implying the runner-up party is highly probable to provide the next prime minister.

Inadvertent Prejudice Attributed to Chatbot Functioning

The authority stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the way AI chatbots operate.
